Google judges this on three levels at once. Technical — can it crawl, index and load your site quickly and cleanly. Structural — is the site organised so every service and every city has its own clear home. Content — does the page actually answer what was asked, in enough depth to be worth citing. A site can pass one and fail the other two, and it still won't rank. All three have to hold at the same time — which is why we rebuild rather than patch.
